PRE-SOLICITATION NOTICE



SOLICITATION NUMBER: N40085-23-R-2522



This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. The intent of this synopsis is to make notice of a proposed contract action for performing construction services to HVAC Upgrades and Retro-Commissioning for the Naval Undersea Warfare Center, Building 990, located at Naval Station Newport, Newport, RI.



PROJECT DESCRIPTION:



This is a Design Bid Build Construction Contract to HVAC Upgrades and Retro-Commissioning for the Naval Undersea Warfare Center, Building 990, located at Naval Station Newport, Newport, RI. The contractor shall provide all material, labor, transportation, tools, equipment, management, supervision and quality control necessary for: The work includes the repair, replacement and upgrades of current HVAC systems to Building 990 and incidental related work. This project is considered a heating, ventilating and air conditioning repair project. The Work will require coordinated mechanical/architectural multi-trade work occurring concurrently on different levels of the building and building grade perimeter and require independent trade mobilizations; preparing above-ceiling areas and architectural restorations of those areas, simultaneously.



The completion time for this contract is 180 calendar days after award.



This solicitation is being advertised as a total small business set-aside. This is a one phase source selection procurement requiring both non-price (technical and past performance) and price proposals, and will utilize the best value continuum process at FAR 15.101-1, tradeoff. The basis for evaluation and evaluation factors for award will be included in the solicitation.



The appropriate Northern American Industry Classification System (NAICS) code for this procurement is 238220 - Plumbing, Heating, and Air-Conditioning Contractor with a small business size standard of $19,000,000.



The procurement method utilized is the Federal Acquisition Regulation (FAR) Part 15, Contracting by Negotiation.



In accordance with FAR 36.204, the magnitude of construction for this project is between $1,000,000 and $5,000,000



This office anticipates award of a contract for these services in May 2023.



A Sources Sought notice was published on 13 October 2022 to determine the capability of small businesses to perform the requirement. The Sources Sought notice yielded eight (8) Small Business responses with only six (6) having submitted complete capabilities packages for evaluation. The Sources Sought notice was re-published on 10 November 2022 under a different NAICS code. The re-published notice received three (3) responses. Based upon analysis of the data considered, and in accordance with FAR 19.501(c), the Contracting Officer has determined that there is a reasonable expectation that an adequate number of Small Business firms would respond to or be qualified to perform the requirements of this solicitation. NAVFAC Mid-Atlantic’s Office of Small Business Programs concurred with this decision on 07 December 2022.



The Request for Proposal (RFP) will be issued on or about 24 February 2023. All documents will be in Adobe PDF file format and downloadable from the Sam.gov website. Only registered contractors will be notified by email when amendments to the solicitation are issued.
