PLEASE READ THIS ENTIRE NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY

NOTICE THAT WILL BE ISSUED.





This is a combined synopsis and solicitation for commercial products prepared in accordance with

format in FAR Subpart 12.6 – Streamlined Procedures for Evaluation and Solicitation for

Commercial Items, as supplemented with additional information included in this notice. This

announcement constitutes the only solicitation and quotes are being requested. In accordance with

FAR 5.203(a)(2) this solicitation will be posted for less than fifteen (15) days.





Request for Quotation (RFQ) number is N66604-23-Q- 0310. This requirement is being solicited

on a full and open competition basis. The North American Industry Classification System (NAICS)

code for this acquisition is 334413. The Small Business Size Standard is 750 employees. The

Product Supply Code (PSC) is 5340. This requirement is for Instruments Inc. Circuit Card Modules

P/N 3175600-01, 3175031-01, 0465425-01, 3175032-01, 0465536-01, 4020005; no substitutions

will be allowed.





Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) intends to purchase, on a

Firm Fixed Price (FFP) basis, Instruments Inc. Circuit Card Modules P/N: 3175600-01, 3175031-

01, 0465425-01, 3175032-01, 0465536-01, and 4020005, which is detailed below. Required

delivery is F.O.B. Destination, Naval Station Newport, Rhode Island.





The required delivery date is 30 June 2023.





For the purposes of quoting to this opportunity, the Contract Line Item Number (CLIN) structure

is identified below:

Offerors shall provide point of contact (including phone number and email address), Offeror

CAGE code, Offeror DUNS number, and shall include a validity date of no less than 30 days from

due date for receipt of offers.





Offeror shall ensure up to date Federal Acquisition Regulations (FAR) Provision 52.204-26

‘Representation Regarding Certain Telecommunications and Video Surveillance Services or

Equipment’ (Oct 2020), in SAM profile.





Incorporated provisions and clauses are those in effect through the most current Federal

Acquisition Circular (FAC).

solicitation.

Contractors must be registered in the System for Award Management (SAM)

(https://www.sam.gov/portal/public/SAM) prior to award. Instructions for registration are

available on the website.





Electronic payment through Wide Area Workflow (WAWF) will be used.





The Government intends to award a single FFP Purchase Order to the eligible and responsible

offeror on a Lowest Price, Technically Acceptable basis. In order to be determined technically

acceptable: (1) the offeror must quote the Circuit Card Modules hardware as detailed above, in

the required quantities specified above; and (2) the Government will consider Past Performance

information in accordance with DFARS Provision 252.213-7000 where negative information

within the Supplier Performance Risk System (SPRS) may render a quote being deemed

technically unacceptable.

must be received no later than 2:00 p.m. (EST) on Friday 24 March 2023. Offers received after this
