Description

The National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), on behalf of the Northeast Fisheries Science Center (NEFSC) Narragansett, Rhode Island, requires preventative maintenance and on-call repair services for Cummings diesel generator for base year plus four option years, as specified in the solicitation and statement of work.





The purpose of this announcement constitutes a pre-solicitation announcement of a proposed contract action pursuant to FAR 5.204. This is not a solicitation. No response is requested at this time. A formal solicitation will follow this announcement with full details, including a response deadline, complete pricing schedule, statement of work, site visit and instructions to offerors. The formal solicitation is expected to occur on or around 2 February 2024, hard copies of the RFQ will not be issued.





INTERESTED PARTIES ARE RESPONSIBLE FOR MONITORING THIS WEBSITE FOR CHANGES TO THIS NOTICE AND THE FORMAL SOLICITATION ANNOUNCEMENT.





The solicitation will be issued as a 100% small business set-aside. The NAICS code is 811310 with a size standard of $12.5M.





Description of Work: The work consists of preventative maintenance and on-call repair services for government owned Cummings diesel generators (base plus four option years) for NOAA/NEFSC located at 28 Tarzwell Drive, Narragansett, RI 02882, as specified in the solicitation and statement of work. Department of Labor Wage Determination (as incorporated) is applicable to the work.





Period of Performance (base plus (4) Option Years): 6 March 2024 through 5 March 2029.





Solicitation will be issued as a small business set aside, Request for Quote (RFQ) and incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2024-02 effective January 22, 2024.



This acquisition will be conducted in accordance with FAR Part 12, Acquisition of Commercial Items and FAR Part 13, Simplified Procedures, and FAR Part 15, Contracting by Negotiation. The Government anticipates awarding a firm fixed price contract to the contractor whose offer represents the Lowest Price Technically Acceptable based on price and non-price evaluation factors (Price, Technical Capability & Past Performance). The solicitation number is 1333MF­23­Q0010; Hard copies of the RFQ will not be issued.





It is incumbent upon the contractors to monitor the SAM.gov site for the solicitation release and all subsequent amendments. The anticipated award date will be on or around February 27, 2024 . This acquisition will be awarded as a firm fixed price order under Simplified Acquisition Procedures (FAR Part 12 (Commercial Acquisition) and FAR Part 13 (Simplified Acquisition)). All responsible small business sources may submit a quote which shall be considered by the agency.

Award will not be issued to vendors not actively registered within SAM.
