Description

The Naval Undersea Warfare Center Division, Newport, RI (NUWCDIVNPT) Undersea Warfare (USW) Platforms and Payload Integration Department, Code 45, has a requirement for hardware, systems engineering, technical analyses, mechanical and electrical design, manufacturing, installation, test and evaluation, and repair services, including services in the field, to support existing and future fleet systems programs. This scope encompasses work within the Submarine Safety (SUBSAFE) boundary on submarines and non-SUBSAFE hardware and systems, as outlined in the attached draft Statement of Work (SOW).



This procurement will be processed using FAR Part 15 “Contracting by Negotiation.” The North American Industry Classification System (NAICS) for this requirement is 332510 with a size standard of 750 employees.



In the interest of enhancing competition and opportunity, the Government intends to issue a solicitation with the goal of adding additional IDIQ contract holders onto the current NUWCDIVNPT SUBSAFE multiple-award contract (MAC). The current requirement was awarded in November 2019 as a multiple-award IDIQ to Electric Boat Corporation (N66604-20-D-D001), Huntington Ingalls Inc., (N66604-20-D-D002), and Oceaneering International Inc. (N66604-20-D-D003), with a shared MAC ceiling of $49,921,536.



This requirement will be solicited as other than full and open competition, with NAVSEA NOTE 5000 / SUBSAFE qualification at time of proposal being a stipulation for award. Any additional contract(s) added to the MAC will be IDIQ type with Cost-Plus Fixed Fee (CPFF) CLINs, Firm Fixed Price (FFP) CLINs, and a Cost Reimbursement CLIN. Resultant contract(s) are expected to have an ordering period end date of 29 November 2024, with an expiration date of 28 November 2025.

The anticipated Rolling Admissions On-Ramp solicitation N66604-23-R-0144 and related attachments will be issued electronically, inclusive of evaluation factors. Anticipated solicitation posting is on or around 28 March 2023.
