Phytoplankton Photobioreactors Maintenance Contract

This is not a solicitation. This is a notification of an intent to award a single source procurement under NAICS code 334516. The United States Department of Agriculture (USDA), National Cold Water Marine Aquaculture Center (NCWMAC) Shellfish Genetics Laboratory located in Kingston, RI will solicit and award a purchase order for a Phytoplankton Photobioreactors maintenance contract.

The Government believes that only one responsible source can provide this requirement.

The regulatory authority to solicit from a single source is FAR 13.106-1(b)(1)(i), Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization). If firms believe they have the technical capability to meet this need, submit a technical capability statement along with business profile to Dilynn Rogers at dilynn.rogers@usda.gov by 8/22/2023. Any information received will be treated as market research information towards future similar or same requirements. Quotations or proposals received in response to this notice will not be accepted since the synopsis is not a request for proposal.

A determination to compete this action based on the responses received is in the sole discretion of the Government. All interested parties must express their interest and capabilities in writing via email to dilynn.rogers@usda.gov . No faxed documents will be accepted. If no responsive statements are received by 8/22/2023 at 10:00 AM EST, an award will be made to Industrial Plankton.
